Can someone help? 33bhp restrictor required for 97 bandit?

My bike is registered as restricted but the fella who owned it last took the restrictor out, dumped it and tore up the cert. I need a restrictor so that I can get the bike tested and get a new cert. Has anyone got 1 lying about that they don't need??|||Yes, someone does.
